THE STATE OF ARIZONA HAS ONLY A GENERAL DESCRIPTION IN THE WQ STANDARDS -"LCR BELOW PUERCO RIVER" - WITH NO ACKNOWLEDGMENT OF NAVAJO BOUNDARIES. THE NAVAJO NATION HAS CLAIMED JURISDICTIONAL AUTHORITY TO THE MID-CHANNEL OF THE COLORADO RIVER (SUGGESTING BY IMPLICATION A SIMILAR CLAIM TO THE MID-CHANNEL OF THE LCR FOR ITS LOWER FOUR MILES), AND EPA HAS LEFT UNRESOLVED WITH THE NAVAJO NATION THE QUESTION OF JOINT OR SOLE JURISDICTION OVER THESE BOUNDARIES.
